Upland City Clerk, Jeannette A. Vagnozzi, who also uses the title of Upland Deputy City Manager, has REFUSED to READ into the RECORD, AT LEAST 3 PUBLIC COMMENT LETTERS to our UPLAND CITY COUNCIL. Those hearings were the Interim City Manager’s $108K windfall of cash, as now a consultant for the city on 12/11 & the Interim Police Chief Appointment on 11/6 & 10/23 Cell Tower at San Antonio Children’s Park! UPDATE 12/14: Our CLERK REFUSED TO READ LETTERS SENT IN BY RESIDENTS, WHO WANTED THEM READ INTO THE RECORD & TO OUR CITY COUNCIL, DURING THE PUBLIC HEARING ON 12/11/17. When confronted about this, our Clerk Jeannette Vagnozzi said, “When a letter is sent to us prior to a meeting, we include it the file for the meeting making it part of the official record. The Brown Act does not require correspondence on an item to be read into the record. I have reviewed this with the City Attorney.”

Please find a resident’s comment letter on this issue, that they just posted on FB right now, in a post for all to see. The author said he emailed it all of you last night. Did you receive this letter below? This resident’s letter below needs to be READ TONIGHT AS WELL! WILL YOU READ IT OUT LOUD, THIS TIME, AT TONIGHT’S HEARING TO OUR CITY COUNCIL & THE WATCHING PUBLIC? AND IF NOT, WHY NOT? This certainly is NOT an ADA Request so you DO NOT NEED 48 Hours Notice to accommodate this resident who is trying to participate in tonight’s PUBLIC HEARING! Please advise. 

“To the Mayor and City Council Members of Upland,

My name is Brian Talyor, a resident of the city of Upland for 24 years.
I would like to share my thoughts with you about the consultant contract
between Martin Thouvenell and the city of Upland.

I do not believe that this contract is a necessary move by the city.
To my knowledge the city has never had a consultant to the City Manager.
As tight as the city budget is today with all the maintenance and repair work
needed across the entire city I feel that the funding for this contract could be
used much more wisely.

It has taken the interim city manager an extended period of time to find a qualified
person to fill the position of city manager, hopefully the choice of Bill Manis will
be the right person for Upland. With that being said I see no reason that this
qualified person would need a consultant. I understand that the city is in the process
of many projects however this is the job of the city manager to facilitate.

To be quite candid, I find it very unreasonable, unbelievable and ridiculous that
the City attorney and interim city manager came up with this contract proposal.
I don’t see it as a benefit to the city but only to possibly pad the retirement of Martin Thouvenell. Yes that is a very candid opinion that should not be discarded.

If the members of the council do not see this as I do, I would like to make a suggestion.
Make a contract With Martin Thouvenell for the month of January 2018 to help make
the transition to the new city manager a more seamless ordeal.

I hope that you will take in strong consideration my opinion. I would come to the
council meetings and share this with you and the members of our community
however I suffer from social anxiety disorder and public appearances
are not a good activity for me, much less speaking in public.
