“To the Mayor and City Council Members of Upland,
My name is Brian Talyor, a resident of the city of Upland for 24 years.
I would like to share my thoughts with you about the consultant contract
between Martin Thouvenell and the city of Upland.
I do not believe that this contract is a necessary move by the city.
To my knowledge the city has never had a consultant to the City Manager.
As tight as the city budget is today with all the maintenance and repair work
needed across the entire city I feel that the funding for this contract could be
used much more wisely.
It has taken the interim city manager an extended period of time to find a qualified
person to fill the position of city manager, hopefully the choice of Bill Manis will
be the right person for Upland. With that being said I see no reason that this
qualified person would need a consultant. I understand that the city is in the process
of many projects however this is the job of the city manager to facilitate.
To be quite candid, I find it very unreasonable, unbelievable and ridiculous that
the City attorney and interim city manager came up with this contract proposal.
I don’t see it as a benefit to the city but only to possibly pad the retirement of Martin Thouvenell. Yes that is a very candid opinion that should not be discarded.
If the members of the council do not see this as I do, I would like to make a suggestion.
Make a contract With Martin Thouvenell for the month of January 2018 to help make
the transition to the new city manager a more seamless ordeal.
I hope that you will take in strong consideration my opinion. I would come to the
council meetings and share this with you and the members of our community
however I suffer from social anxiety disorder and public appearances
are not a good activity for me, much less speaking in public.

Dear Interim City Manager, Deputy City Manager, City Attorney, City Clerk, Mayor & City Council Members,
Had Police Chief Brian Johnson, not wrongfully terminated Captain Anthony Yoakum, then Captain Anthony Yoakum, would now be our Interim Chief of Police. Therefore, we the Citizens of Upland, demand that our City Manager, Martin Thouvenell, reinstate Captain Anthony Yoakum to the UPD, where Anthony Yoakum can take his rightful place, as the acting Chief of Police.
We also demand that our City Manager, Martin Thouvenell, reinstate Sergeant Marc Simpson, a 23-year Member of the UPD, who was also wrongful terminated by Johnson.
We, the Residents of Upland, California, demand the immediate reinstatement of both of our wrongfully terminated Members of our Police Force, being Captain Anthony Yoakum and Sergeant Marc Simpson at once, to stabilize our Police Department and provide it with the necessary leadership, that it has lacked, for too long.

The New Redistricting Map, has NO ONE representing the 18,000 people living in District 1! That must be corrected in the 2018 Election.
Both Janice Elliot & Sid Robinson live in District 2. The New Map, is unfair to Janice Elliot, who will not have a District 2, to run for re-election in, in 2020, if Sid Robinson, seeks reelection in 2018.
The only fair thing to do, is for Sid Robinson, to vacate his appointment in 2018, when it expires. And there is NO Election in District 2, until 2020, when Janice Elliot’s rightful term expires.
Keeping an at-large Mayor, is in conflict with all future Local District Election. Because 1 District, out of the 4, will always have 1 Council Member, Plus the Mayor, which will always give one District, 40% control of city council, when they only represent 25% of the population.
This is Unequal Representation, of the Population and it is Illegal.
The only possible remedy to fix this fatal flaw, in the New Redistricting Map, is to make a New Map!
This Redistricting, can be boiled down to a 3rd Grade Word Math Problem. Which is;
Upland’s 76,000 Residents, are to be divided evenly into Election Districts. Each District, can only Elect 1 Candidate to the City Council. How many City Council Members, will Upland have? The answer is, the Number of Districts and the Number of City Council Members, will be the same number! And that number is 5.
The City’s Charter needs to be changed, to a 5 Member, Upland City Council. Each District should have 15,000 people, living there. Each District, Elects 1 City Council Member, to the Board.
And then, the 5 City Council Members, Vote, which one of them, will be our Mayor. Exactly like Claremont and Chino Hills, City Councils. That is the only Fair and Legal Option for Upland.

The San Antonio Park is where Upland children play baseball and have playground equipment. It is surrounded by residential homes on all sides. Since becoming aware of this issue on Friday, I have not found 1 Upland Resident who knew this Tower was being proposed. I have started a petition online that has received 30 signatures from Facebook, in less than 2 days.
There is already a Cell Tower at this Children’s Park. The City should not be catering to the Wireless Carries, who want their own Cell Tower at the same Park. But instead, they should be catering to the Residents, who own the Park. I have provided this board, with links to 5,900 Medical & Scientific Studies, proving non-thermal radiation (which is supposedly safe) causes substantial biological harm to human beings, including death! This includes a 1971, US Naval Medical Research Report, listing 127 known adverse health effects, citing 2,300 Scientific Studies. Plus, the additional 3,600 RECENT Studies, which were delivered to the United Nations in 2015.
In addition to, the research of Dr. Martin Pall, Professor Emeritus at the School of Molecular Bio-Sciences, at Washington State. Whose research indicates, non-thermal radiation, is the cause of Autism, Premature Alzheimer Disease & Sterility. Who fears reproduction could go to ZERO. In what Newsweek Magazine, just called, the ENVIRONMENTAL CASTRATION CRISIS.
And while I know under the 1996 Telecommunications Act, you are not allowed to consider any of the above, when deciding to put another Cell Tower at a Children’s Park. But you are allowed, to consider the environmental impacts of your doing so. They include the scientific studies, proving radio frequency, interferes with the ability of pollinating bees, to self-navigate. The simple act, of placing a cellphone, under a beehive, will cause total hive collapse! These species are native to California. They will be in the Park. They are Federally Protected. They are on the Endangered Species List!
Finally, since the People have no idea, what you are planning to do, I ask you to please table this issue for 30 days. Allow the residents, to lean about this and to be here next month. Or, just vote NO right now.

This has robbed me of participating in tonight’s meeting, where I CAN NOT advocate for my myself or my right to speak, on 2 separate Agenda items, at 3 minutes each, as you have given my (half) of what I would have had, had you allowed me to participate. Please remedy this discriminatory action, by reading my full comment on the cell tower, at the public hearing on that issue!
I was to be able to speak or have my comment read, at the Public Hearing, on 2 different & separate Agendas items. This should have allotted me 3 minutes each, not 3 minutes for both. I want my full comment read regarding the cell tower, when that agenda item comes up. Thank you.

Please find my Public Records Request, for the video record, being the video of the Public Hearing from Monday, October 23rd, 2017. To refresh your memory, that was the Public Hearing from 2 weeks ago, where City Council VOTED and decided the Upcoming 2018 City Council Election Schedules for District 2, 3 & 4 and VOTED to have NO ELECTION for District 1 and the 18,050 Residents living there. When District 1, is the only district in Upland currently and since 2016, WITH NO ONE ON CITY COUNCIL, FROM THAT DISTRICT.
Whereas since 2016, all other Districts being 2, 3 & 4, have already benefited by having a Member of City Council, from each District. And being a Resident of District 1 myself, I know that NO ONE, out of the 18,050 Residents living in District 1, will EVER be able to VOTE for any of our current City Council Members, EVER AGAIN. So NO ONE currently on City Council, needs to ever worry about anyone from District 1, voting them out of office, besides Mayor Stone, of course.
And because I have many Residents of Upland, asking and waiting to see the video of your Public Hearing from 10/23/17, on the 2 websites I run regarding important issues happening in Upland, should that video became available on the city’s website, before the 10 statutory days, that you have to furnish that FULL video to me, could someone please let me know. But, I will still want a copy of that entire Public Hearing on video, from the city, none-the-less. Thank you.
